You're in the World of Dreams, and must pass through each level to reach the final nightmare. There are two extra powers to unlock, and each of these will give you access to the next level. Data for collected powers and secrets is saved at the end of each big level, so as long as you keep hold of your cookies you should be able to return to it after completing at least one level.
